Cameroon: Civil servants invited to contact the ministry of finance when they experience problems for Aug 2019 salaries

(Business in Cameroon) - In an announcement published on August 23, 2019, the ministry of finance invited civil servants who have not received their August 2019 salary or pension to contact the IT section of the department in charge of salaries and pensions at his ministry.

Indeed, Cameroon has migrated its salary and pension’s payment system to the Systac. However, out of the 410,020 bank account numbers in the ministry of finance’s database, there was lack of information on 21,685. Later, clarifications were made concerning those accounts. Even though the owners of the accounts have already been identified, some of them could encounter problems in their August salaries. If it was to happen, they should contact the IT department.

Let’s note that civil servants’ salaries and retirees’ pensions were paid in bulk to banks via the (Sygma). Banks, in turn, were put in charge of sharing the bulk payments among beneficiaries.

According to Louis Paul Motaze, the minister of finance, though the Sygma has some advantages such as saving working time, it has many significant limitations. For instance, there is opacity in the way these payments are processed. In addition, rejected salaries are not quickly returned and there is some ineffectiveness in the salary suspension process for civil servants in illegal situations.
